Roger Purcell

Roger Purcell is an Assistant Professor of Engineering at Middle Georgia College where he teaches Surveying and Geomatics Courses in the Surveying Certificate Program and the new Associates Surveying Degree Program. Roger is in his ninth year of teaching at Middle Georgia and has also taught Mathematics as an Adjunct Professor at College of Coastal Georgia. Roger has 29 years of experience in Surveying and Civil Engineering. Prior to coming to Middle Georgia, he was co-owner of Pruitt & Purcell, P.C. in Brunswick for approximately 11 years and has previously been employed with the Federal Aviation Administration, Georgia Power Company and Planners & Engineers Collaborative. Roger is licensed as a Professional Engineer and a Registered Land Surveyor in Georgia and received a Bachelor of Civil Engineering Degree and a Master of Science Degree in Civil Engineering from Georgia Tech. Currently, Roger is working on his Doctorate in Civil Engineering at Georgia Tech where he is obtaining a minor in Geographical Information Systems (GIS). Roger is certified by the Georgia Soil and Water Conservation Commission as a Trainer for Levels IA, IB and II of the new GSWCC Sediment & Erosion Control Program. Roger has served in various offices of SAMSOG and has led seminars in Technical Standards and Sediment & Erosion Control Courses. 
 
 
Minimum Technical Standards: The Legal Why?
Land Surveyors. Every land surveyor is required to obtain fifteen (15) PDH's each twenty-four (24) month biennial renewal period. In addition, every land surveyor must ensure that, once every five (5) years, at least six (6) PDH's in "Minimum Technical Standards" be included in their PDH's acquired.   The Georgia Board of Registration (PELS) plans to have all of the Georgia Registered Land Surveyors checked for compliance with continuing education requirements by year end. This includes Minimum Technical Standards. 
 
Tentative Outline
 
Session 1: Minimum Technical Standards/Georgia Plat Act
  • An overview of the Plat Act and Technical Standards will be performed.
  • The relationship between the Plat Act and Minimum Technical Standards will be examined.
  • The relationship between the general technical process of producing a property survey and the final published legal document will be evaluated.
Session 2:  Other Laws affecting the Surveying Profession/Recent Changes
  • Federal Legislation affecting Surveyors.
  • Recent Changes to Georgia BOR policies and interpretations.
Session 3: Review of other states’ Minimum Technical Standards/Other Laws
  • The surveying standards of other states will be evaluated.
  • Laws, rules and policies from other states that could benefit Georgia Surveyors if implemented will be presented.
Session 4: Applying Standards to (new) Technology/Sustainability/Climate Change 
  • How do we apply standards to new technology used by surveyors?
  • How does sustainability apply to surveying?
  • How does climate change impact surveyors?
 
           
Lance Andre
GPS Error Sources & RTK Network Surveying – 3 PDH

Mr. André brings 22+ years of GNSS experience to eGPS Solutions. He is currently the sales and support representative for eGPS Solutions Florida RTK Network. He has also designed and managed the creation/operation of numerous RTK base stations from small cities & counties to the large geographical designs for the Navajo DOT, the Midwest's Freedom Network and eGPS’s state of the art Florida Network. He has served as a Product Manager for the SMI Field Products where he was responsible the redesign and development of a complete turnkey RTK field survey solution incorporating OEM components from many manufacturers. Mr. André has presented numerous professional workshops and classes on GNSS technologies (GPS, GLONASS, DGPS, RTK, RTK Networking, and Communication), capital improvements planning, and GIS. He has also managed and assisted in the implementation of Asset Management/GIS and GPS solutions for over 300 government organizations including twelve State Departments of Transportation. Mr. André served 8 years in the U.S. Marine Corps and is a decorated veteran of Operation Desert Storm where he was an infantry unit’s small team leader and later as a forward observer for the 155mm Artillery.
 
 
Presentation Outline
 
1.      Course Description: This course presents all the common (and some not so common) GNSS error sources, how they affect the resulting measurements and where possible how to remediate the errors to meet individual project error budgets. The intent of this course is to fill the educational gaps that exist within the survey community on one of the most commonly used but least understood tools employed by survey firms for high production work. This course is ideally suited for anyone who works with GPS receivers and is concerned about controlling the quality of data produced by their utilization.

  1.  Course Objectives:
a.       Have a basic understanding of GNSS RTK Solutions
b.      Ability to setup a project “Error Budget”
c.       Possess a basic understanding of the numerous errors that degrade GNSS accuracy
d.      Ability to recognize potential causes of errors within data sets
e.       Knowledgeable in setting up guidelines to control real-time GNSS field results
